There will always be exceptions but for the most part they will be able to determine intentional or not. If one knee gets saved then that will make up for any missed/bad calls on this IMO

Have a question about this one, Ref. Pretend a QB is scrambling to buy time to pass the ball, and a player dives to try to catch him and wraps him up around the ankles.

Would that be considered a penalty since it is still a "passing situation"?

No. .. would be considered a runner at that point. ..

So at what point are they no longer considered a "passer"? Once they leave the pocket?

It's a judgement call but basically designed rollouts with threat to run or scrambling to GAIN yardage. Avoiding to still pass would still be a passer. It is possible to be a passer, Then a runner and then a passer again.

Not sure if it is the same in college but in high school if a snap goes over the punters head and the punter retrieves it and takes off running he is a runner and can be destroyed, but if last second and still behind the line of scrimmage he punts the ball he is now treated as a punter again and cannot be roughed. Happened to my crew a couple years ago. It was 4th and 20 something. Over his head, retrieved it, took off running toward the sideline, broke a tackle in the process, then punted and got killed right after.

Ruling: Roughing the kicker - 15 yards from previous spot and automatic 1 st down. Then we added 15 more for unsportsmanlike cause the coach went off. Said he knew we were wrong and was sending the tape into State and we would never work his games again.

He must have read the rule book cause no tape went to state we have had him a couple times since. ...
