To some degree, yes. I do think the good outweighs the bad in their decision making process. The school of thought is that they want to know what you can do when you face good competition. A lot of teams out there play to the level of their opponent. Considering that most, if not all, teams would be considered good in the tournament, then it would be safe to assume that a team who has beaten good teams would be likely to step up when it comes to be tournament time.

Exactly. Wins are more important. The NCAA committee wants to see good wins on the resume.
I will take a team that is 22-8 with 5 top 50 wins over a team that is 25-5 with only 1 top 50 win.
